Shareable modifier rulesets#531

Modifiers are awesome but it’s difficult to share rulesets and stuff especially when you start fine tuning some numbers here and there (shield damage multipliers, kb multipliers, hitpause multipliers etc). I’d love to share my own rulesets with people but it’s too much friction because of having to type out rulesets all the time and forwarding them. being able to save rulesets into custom presets and sharing them via code like custom colors from rivals 1 would be awesome. thanks!
