Getting event palettes for un-owned skins should give Coins#415

It doesn’t feel right that unlocking a palette for a skin you don’t own just does nothing. Some minor form of compensation like Aether Coins that go alongside the unusable palette would be appreciated so it feels like some form of progress is being made.
