i feel that galvan typically struggles against characters mashing on his shield especially if he can not grab them since his only oos option is nair and that can get predictable, i suggest giving him a grounded up b, similar to bowser in the smash games, with perhaps frame 1 invincbility but thats up to yall.

His fastest out of shield option besides grab is actually Bair at frame 11 (Nair is frame 12). Galvan is designed around having a strong ranged presence with his tail and magnet in exchange for relatively easy-to-deal-with close-range tools so I don’t think he needs a fast out of shield option.
I also think this would work weird with galvanization. If you would be doing jump-cancelled grounded up B out of shield, you’d also end up misinputting that when trying to jump into an aerial up B. It’d make it hard to get an aerial up B close to the ground. Just seems awkward.
Galvan’s neutral is so strong that I don’t think it’d be healthy for the character to have a good, out-of-shield get-off-me option. If an opponent has penetrated his wall of bullshit (auto-cancel SH magnet, reverse nair, or plain ol’ FH nair), they deserve to take their turn.
I ultimately think that this idea would be more frustrating than interesting.
