Nerf gouie's punish and buff his ability to approach#221

Currently gouie seems like a more extreme version of la reina where he has the ability to touch of death you with the worse approach options in the game. This leads to longer games in bracket/ranked and makes the gouie feel the need to not approach when he has a lead making him the most polarizing character in the game with the most boring matchups in the game. A lot of his matchups come down to if the character is faster than him or has good disjoint which means it’s optimal to just camp gouie to win which is simular to what happened with slade but obviously gouie’s punish is way better than slades so people want to keep you away even harder which just feels bad.

He’s puff because we have to have puff because puff was in melee :^)
